(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1983-102 <br />INSPECTION DATE 11/4/09 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS PSH <br />The Thompson Resource aka Horn Gravel Pit, File No. M-1983-102, was inspected by Peter Hays with the <br />Division of Reclamation, Mining and Safety (Division) as a result of the surety reduction (SR-01) request <br />received by the Division on September 25, 2009. Reclamation Ridge requested a bond reduction of $35,277 <br />based on a $17,722 reduction for the concrete building demo, an $11,283 reduction for not importing topsoil <br />and a $6,272 reduction for removal of concrete and asphalt debris and equipment removal. <br />The Thompson Resource is located approximately 1 mile northwest of Granby, Colorado in Grand County. <br />The Thompson Resource site was previously inspected by the Division on April 16, 2009 as part of the <br />Succession of Operator process. <br />Mining Activity <br />The southern boundary, southwest corner and southeast corner of the original permit area have been mined <br />since the previous inspection. Topsoil and overburden were stripped from the southwest and western <br />portions of the site and stockpiled on the pit floor. The current south and west highwalls will be mined an <br />additional ten feet to the final mining extent. Processed material was being loaded and trucked from the site <br />during this inspection. <br />Reclamation Ridge intends to mine the east amendment area. The Division reminds the operator the <br />groundwater monitoring requirement to mine the area has not been satisfied to date and must be completed <br />prior to starting mining activities in the amendment area. <br />Reclamation Activity <br />The site is approved for 69.62 acres of disturbance with reclamation to be completed in a single phase. The <br />north, west and southwest highwalls will daylight has a result of mining creating a site suitable for industrial <br />usage. Recent reclamation activities were observed during the inspection along eastern portion of the <br />southern boundary in the form of the final visual berm. The berm appeared stable and no erosion was <br />observed. <br />The approved post-mining land use is industrial/commercial, however the site is not currently zoned for <br />industrial use. A representative of Reclamation Ridge stated the Town of Granby Special Use Permit was <br />under review and a decision was expected in a few weeks. The intended use for the site by the Town of <br />Granby is a trash depot and would change the zoning to industrial/commercial. The Operator is encouraged <br />to submit proof of the zoning change when the Town of Granby annexes the property and rezones the site as <br />industrial/commercial. <br />Bond Reduction - Concrete Plant Buildin Demo <br />The concrete plant building and pad have been demolished since the previous inspection. The concrete floor <br />pad has been processed for resale by the Operator. The Division agrees the cost associated with concrete <br />building demolition can be removed from the bond estimate.
