Barton and Gilleland, <br />This office has reviewed the materials that were submitted toward Amendment 4 of the above-named permit, and in <br />response to the Division's September 23, 2009 adequacy review letter. At this time we have the following comments <br />and questions, which should be addressed before the decision date. Items listed below as being adequate, or not <br />appearing on the list, do not need to be addressed further. <br />Exhibit C - Minting Maps (Rule 6.4.3) <br />These are adequate at this time. In the future, should there be a need to revise the sequence or boundaries of the <br />phases, this may be accomplished via a technical revision. <br />Exhibit E - Reclamation Plan (Rule 6.4.5) <br />This office has a concern with the slope gradients within the reclamation plan, specifically in the eastern area that is <br />presently part of Permit M-2008-048, which is being added under this amendment. The final slopes in that specific <br />portion of the Montoya Pit permit that, are proposed are too steep to be adequately stabilized, given the final road to be <br />located in this area, the height of the cut slope above the road, and the deep fill and drainageway below the road. <br />Please see other comments under "Geotechnical Stability Exhibit" below. <br />Exhibit F - Reclamation Maps (Rule 6.4.6) <br />These are adequate at this time. However, there may be changes to the Reclamation Plan (above) which might require <br />revising the details shown on the reclamation maps. <br />Exhibit N - Proof of Right-of-Entry (Rule 6.4.14) <br />This exhibit is not adequate. Though documents provided adequately demonstrate right-of-entry for activities on <br />Gilleland-owned lands, it has not been documented for the BLM-managed lands. <br />Office of <br />Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
