If excavation for a new pond area will be done, the applicant should contact the Clear <br />Creek County Site Development Department to determine if an Excavation Permit will be <br />required. <br />If County roads are anticipated to be used, the applicant should discuss their intention <br />with the County Road and Bridge Department. Not all county roads are maintained, and <br />not all maintained roads are open on a year round basis. If additional roads and/or <br />driveways are required on any of the 100+ parcels, permits,,will be needed. <br />Clear Creek County will also require the applicant to apply for a permit for the culverts <br />proposed to be installed crossing Stanley Road. <br />Sanitation needs for the employees should be discussed with the County's Environmental <br />Health Department. Both potable water for employees and sewage disposal will need to <br />be addressed. <br />Specific information on quantities and locations of hazardous materials need to be <br />provided to Clear Creek County emergency response agencies. <br />Complexity of Submittal and Availability of Documents for Public Review <br />As county staff, we found review of this application to be difficult, not only because of <br />the complexity of the submittal, but also because we do not believe that the complete <br />application was available at the County Clerk's office. For example, we came to a better <br />understanding the boundary of the affected area only after sending a staff person to the <br />DRMS office in Denver and retrieving a copy of the TLC dated 08/31/09 — and even that <br />ILC does not close the south boundary of the Whale M.S. no. 850A. <br />The 8/31/09 ILC also makes clear the intent of the applicant to deliver the stormwater <br />from the mining site directly to Clear Creek. The ILC dated 8/23/09, on file in the <br />Clerk's office, does not make this proposal evident.
