Yoast Mine Phase 1 bond release, pg. 6 <br /> eligible for Phase I bond release and will be excluded. This completed the OSM portion of the <br /> field inspection. <br /> We held a close out meeting July 17th and Mr. Mathews did a thorough job of describing our <br /> observations and the problem areas noted above that need to be repaired prior to DRMS issuing a <br /> proposed Phase I bond release decision. Mr. Mathews also informed the permittee that some <br /> areas would, or likely would,be excluded from this Phase I bond release. Specifically,the <br /> topsoil stockpile located at the base of the substation road junction does not qualify for bond <br /> release. In addition,the upper portion of the YPM-8 channel watershed to the west of the road <br /> will be excluded from this bond release due to ongoing minor alterations and construction <br /> activities of a storm water control runoff structure. The YPM-8 channel itself will also be <br /> excluded pending observation of the effectiveness of erosion control installations following <br /> runoff season. Lastly, the Pond 13 watershed slide area above the temporary road may be <br /> excluded from release. DRMS will revisit the area in August and decide whether to include it in <br /> this bond release prior to submitting it proposed decision. <br /> Everything else that needs to be done includes erosional work as required by the permittee's rill <br /> and gully plan. In particular, some gullies have developed on the landowner's property near the <br /> aspen grove and runoff around a berm that needs to be eliminated has created a deep gully that <br /> needs to be repaired by a track hoe. The permittee also needs to install some water bars to help <br /> control erosion. We also determined that several locations warranted additional monitoring. For <br /> example, some washing has occurred and volcanic rip-rap rock has accumulated in a"stair-step" <br /> kind of feature in the YPM-3-2 channel that runs into Pond 14 and through a fenced shrub plot. <br /> Although the channel appears to be stable, it will need to be monitored. DRMS will follow-up <br /> on these issues during an August inspection. DRMS will also provide a maintenance and repair <br /> list, including options for repair, concerning erosional issues. Another list will include the areas <br /> the permittee needs to monitor prior to applying for Phase II bond release. <br /> Mr. Mathews concluded by noting that a significant amount of progress had been made since <br /> DRMS' last inspection and that the permittee is being proactive in its erosion control efforts. <br /> However,he also reiterated and emphasized that so long as the permittee's rill and gully plan is <br /> substantially being implemented and is on schedule to complete necessary work this year, he <br /> (DBMS) did not anticipate that anything would hold up a proposed bond release decision <br /> notwithstanding any issues found during his follow-up inspection in August.
