The following Fish and Wildlife Plan was designed to <br />mitig- a+ tee the impacts of ~miriing on~ the tish~and wildlife resource at <br />Seneca I1. -The plan ,addresses the co'ncems m 30 CFR §780.16 and <br />§ 816.97, of the Permanent ~Regulafory Program of the Office of Surface <br />Mining (OSM) and Sections~2.05.6(2)~~ancl 4.18 of the Rules and Regula- <br />tions of the Colorado Mined Land Reclamafion~Board pursuant to the <br />Colorado Surface Coal Mining Reclamation Act. The plan as detailed <br />centers on wildlife popuiations`and their habitat. <br />Fish and fish habitat ore general-y lacking on "fihe permit area. There- <br />fore, there will be no direct impact on fish populations as a result of <br />mining the permit areo. Water'~runoff~and`erosion are controlled on the <br />mine site pursuant to National Pollution~Discha~ge Eliminations System <br />(NPDE$) Permits (Volume III, Appendix 7-5). Consequently, there will be <br />no negative impacts on fish populations' down-drainage from the mine <br />., <br />site, either during mining or after reclamation is'"completed. <br />Baseline Studies. Baseline studies ~fo~ vegetation and wildlife were <br />initiated .in May, 1979 and were conducted 'by Mariah Associates, <br />Laramie, Wyoming. Development~of the scope of~ work for these studies <br />included consultation with ~CMLRB, OSM, dnd^ Colorado Division of <br />Wildlife. Detailed results of the studies for the permit area are pre- <br />- sented in Tabs 10 and T I. A brief ~summdry follows: <br />Vegetation types found on the permit area include: <br />.. .. ,, <br />-..t. <br />I. Mixed Brush - Characfe~ized by the presence of five shrub species - <br />Utah seviceberry, common chokecherry, Gambel oak, and basin big <br /> <br />;<. ~ . -- . <br />~_, <br />sagebrush distributed in a roughly clumped fashion throughout continuous <br />stands of mountain snowberry and~an understory of grasses and fortis. <br />2. Aspen Subtype -Aspen stands were- intermingled within the mixed ~ <br />shrub type along draws and other areas of high soil moisture at the upper "• ~ <br />elevations of the permit area.
