• 2.05.3(5) Topsoil
Reclamation activities will begin with the salvage of all topsoil
material from all sites to be disturbed by initial mining operations
after vegetation cover that would interfere with the use of the
topsoil is cleared. Sagebrush, forbs and grasses will not be cleared
prior to topsoil salvage. Pinyon and Juniper trees will be cleared
from areas prior to topsoil salvage. Since the area will be reclaimed
as rangeland and wildlife habitat and there is no prime farmland in
the proposed mining area, all suitable A, B, and C soil horizons will
be salvaged. No segregation of the soil horizons will be undertaken
and all soil material will be stockpiled, or directly spread to
regraded areas in a mixed state, as it is removed.
In Mining Areas 1 and 2 topsoil will be salvaged from
approximately the first seven pits, from the haul road, from the area
where the overburden and spoil from the first pit is to be placed and
from the sediment pond locations. The topsoil salvaged during this
initial phase will be placed in one of three stockpiles. The
stockpiles are within the permit area but outside of the active area
of mining.
Soil samples were obtained from map units 1, 1B, 2 & 3 during
November 1990. Soil samples from map unit 4 were obtained during May
1991. The results of the laboratory analyses of the soils show that
the soil present in the area to be disturbed 6y mining is suitable
• plant growth media. One soil sample in the permit area, 1B-1, had a
C horizon and that horizon was unsuitable for plant growth media
because of its high SAR. This soil sample is south of the area to be
disturbed by mining. Care will be taken during topsoil salvage
operations to assure that unsuitable plant growth media is not
salvaged. The applicant will only salvage soil horizons that have
been analyzed to determine their suitability for plant growth media.
If during topsoil salvage operations, soil horizons are encountered
that were not previously identified and analyzed, those soil horizons
will be sampled and analyzed prior to use as topsoil. Please refer
to Exhibit 7 for the results of the laboratory analyses of the soils.
In Mining Area 3 topsoil will be salvaged from approximately the
first seven pits, from the pond, roads and spoil pile. The topsoil
salvaged during this initial phase will be placed in one of two
stockpiles, piles 3 & 4. The stockpiles are within the permit area
but outside of the active area of mining.
Soil samples were obtained from Mining Area 3, Map Units 1, 1B,
2 and 3 during June 1992. The results of the laboratory analysis,
(exhibit 7), show that the soils are suitable plant growth media.
Selected overburden materials are not planned to be used for or
as a supplement to topsoil.
•
2.05-9 July 1992
