22. On proposed Figure 3, "Coal Mine Waste Disposal Area - Pond F Detail ", please revise the
ditch depth and flow depth values for ditches UpDivWestl, UpDivWest2 and UpDivEast to
conform to the values obtained in the ditch designs. The ditch depths should be 1. 51 1.4 and 1.6
respectively and the flow depths should be 0. 5, 0.4 and 0.6 respectively.
The Division has no further concerns. The ditch information was updated on Figure 3 in the
October 1, 2009 submittal.
23. On proposed Figure 3, "Coal Mine Waste Disposal Area - Pond F Detail " in Volume IX, please
revise the as-built pond F water volume, sediment volume and total pond volume values to
conform to the designed values shown on revised page App. B-4. The revised water volume,
sediment volume and total pond volume values are 3.66, 0.18 and 3.84 acre-feet respectively.
The Division has no further concerns. In the submittal dated October 1, 2009, the Pond F
information on Figure 3 was revised.
24. The design parameters for the required water volume, sediment volume and total volume have
changed for pond D as well. Volume IV and Drawing No. 95266-04 in Volume IV contain the
pond D design parameters but this information was done by Westec. Since the revised required
pond capacities are less than and close to the previous values, it does not appear to be worth the
effort to ask Westec to revise Volume IV or their pond D drawing. However, in order to avoid any
confusion, please add to page 2.05-29 of Volume I a reference to the pond D design information
located in Exhibit 8 of Volume III.
The Division has no further concerns. Page 2.05-29 was revised in the October 1, 2009 submittal
to include a reference to the pond D information in Exhibit 8 of Volume III.
25. Please replace the silt fence/straw bale designation at the material storage area shown in the plan
view drawing on Map 22-C in Volume IT Also, please add in the legend to Map 22-C what the
designations are for the silt fence/straw bales and the berm at the material storage area.
The Division has no further concerns. Map 22-C was revised in the October 1, 2009 submittal to
include the silt fence designation.
General Review
26. Please update the Probable Hydrologic Consequences section of Volume I to account for the
increase in storage capacity of gob pile no. 4 from 300, 000 cubic yards to 450, 000 cubic yards.
The Division has no further concerns. The Probable Hydrologic Consequences section was
updated on pages 2.05-74 through 76 in BRL's October 1, 2009 submittal.
27. Please update the operations description of the gob piles on permit application page 2.05-8 in
Volume I to include the status, including that of TR-64, for all of the operational gob piles.
The Division has no further concerns. In the October 1, 2009 submittal, pages 2.05-8 and 9 were
revised to include additional information on the gob piles.
6
