Reinsel, E.I.T.. <br />RE: Parsons Mine, File No. M-2009-082 <br />Operator: Lafarge West, Inc. <br />Contact: Todd Ohlheiser; (303) 657-4000 <br />Sections 25 & 36, Twp 6 North, Rng 67 West, and Sections 30 & 31, Twp. 6 North, <br />Rng 66 West, 6th P.M., Weld County <br />CONDITIONS FOR APPROVAL <br />® The proposed operation will consume ground water by: ® evaporation, ® dust control, <br />reclamation, ® water removed in the mined product, ? processing, ? other: <br />Prior to initiation of these uses of ground water, the applicant will need to obtain either a gravel pit <br />or other type of well permit, as applicable. However, prior to obtaining a permit, an approved <br />substitute water supply plan or decreed plan for augmentation is required. <br />® Prior to approving a well permit, the applicant must conduct a field inspection of the site and <br />document the locations of all wells within 600 feet of the permit area. The applicant must then <br />obtain a waiver of objection from all well owners with wells within 600 feet of the permit area or <br />request a hearing before the State Engineer. <br />® If stormwater is contained on-site, it must infiltrate into the ground or be released to the natural <br />stream system within 72 hours, or all work must cease until a substitute water supply plan, or <br />augmentation plan approved by water court, is obtained. <br />COMMENTS: The applicant has estimated annual water consumption at the site to be 7 acre-feet for <br />evaporative losses, 22.1 acre-feet for water retained in the mined product, and 24.1 acre-feet for dust <br />control. The total estimated consumptive use for the site is 28.5 acre-feet per year during mining <br />operations. After mining, the site will be reclaimed with 8 unlined ponds totaling 60 acres. The <br />consumptive use associated with these ponds is estimated to be 177.2 acre-feet per year. <br />The applicant has indicated plans to obtain a substitute water supply plan prior to the start of mining, and a <br />plan for augmentation three years prior to the completion of mining. No ground water shall be exposed by <br />this operation until such a substitute water supply plan has been approved by the State Engineer or plan <br />for augmentation has been approved by the water court. <br />Please note that the creation of wetlands causes depletions to the stream system through evaporation <br />from the water surface and the consumptive use of water by plant life.
