INTRODUCTION
The Cugnini Pit is located approximately 13 miles south-southeast of the town of Durango,
Colorado in La Plata County. The pit has been mined since the 1970's and was initially
permitted as 110 operation of 8.03 acres by P.L. Cugnini. It was re-permitted as a 112 operation
in 1986 (Permit Number M-86-061) by P. L. Cugnini. Operation of the pit was transferred to
Gosney and Sons in 1993. In 2000, the operation was further transferred to Lafarge, and in 2002
Four Corners Materials purchased the lease. There was an amendment in 2003 to address the
DRMS's concerns involving the permit boundary and storm water control, as well as add a small
mining area to the plan. In the 2009 amendment, the permit area will be expanded to include
23.11 acres of new mining to the west. Also, the northern portion of the pit will be regraded to
accommodate a center pivot irrigation system.
The permittee for this site is Oldcastle SW Group, Inc., dba Four Corners Materials (FCM) the
landowner is P.L. Cugnini. Throughout this application, the name has been shortened to Four
Corners Materials or FCM.
The permit area of the 2009 amendment is 122.29 with approximately 45 acres already mined.
The previous permit area was 99.18 acres. The remaining mining will be conducted in all mining
areas but Mining Area 1 is almost completely mined out. The original land use was a mixture of
irrigated pasture and rangeland as shown on Map C-1. The post mining land use will continue to
be a mix of irrigated pasture and rangeland but more of the area will become irrigated pasture
due to the mild sloping reclamation plan. The final land use can be seen on Map F.
Cugnini Pit, November 2009 i-1
