III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> • Scrap steel is being collected in a 40-cu.yd. container provided by ReclaMetal for that <br /> purpose. <br /> • The fuel storage area was bermed and lined with an impermeable material (Figure 2). The <br /> nozzle area was clean and buckets were provided to collect any spills or drips (Figure 3). <br /> • Used oil is stored in two large tanks and is burned as fuel to heat the equipment shop (Figure <br /> 4). <br /> • Two of the mine's older haul trucks have been sold, and were being partially dismantled for <br /> transport to Mexico (Figure 5). <br /> Topsoil <br /> • Spreading by bulldozer of a pile of "Mixed" topsoil has begun on the eastern portion of the <br /> Morgan property. <br /> • Topsoil placed on the north-facing slope of the Lloyd property has been scarified or furrowed <br /> along the contour to prevent erosion from occurring and to aid in the establishment of <br /> vegetation (Figure 6). <br /> Reveaetation <br /> • WFC's farming contractor has recently seeded 21 acres within the permit area.
