Permit Revision No. 7 (PR7) was approved January 2, 2007, and allowed for continued longwall and
<br />development mining in the Northern Mining District in sections 4, 5, 6, 7, and 8 of TSN, R86W, and
<br />development mining in the Western Mining District into portions of Section 17 and 18, TSN, R86W, and
<br />Section 13 TSN, R87W.
<br />Permit Revision No. 8 (PR8) proposes expansion of mining in the Western Mining District with development
<br />as well as longwall mining. Mining will occur in Sections 17, 18, 19, and 20 of TSN, R86W, and 13, 22, 23,
<br />24, 25, 26, and 27 of TSN, R87W. This Permit Revision proposes to include mining of longwall panels 12L,
<br />13L, 14L, 15L, 16L, and 17L, and gateroads 12L, 13L, 14L, 15L, 16L, 17L, 18L. A portion of Fish Creek is
<br />proposed to be undermined by longwall panels 12L, 13L, 14L, 15L, and associated gateroads. Routt County
<br />Road No. 27 is proposed to be undermined by longwall panels 13L, 14L, 15L, 16L, and 17L. Twentymile Coal
<br />Company has obtained a special use agreement from Routt County to allow for undermining of the road. The
<br />operator is required to provide signage along the roadway, monitor subsidence and mitigate subsidence impacts
<br />to the county road. Other than subsidence impacts, Twentymile Coal Company is not proposing any surface
<br />disturbances as a part of this permit revision. Coal production is not approved to increase beyond the previously
<br />approved 12,000,000 tons per year.
<br />Upon cessation of mining activities, all surface disturbances will be reclaimed. Surface facilities will be
<br />removed. The portal area, Area 2 pit and the waste disposal site will be backfilled with previously mined spoils
<br />existing within areas adjoining the old Energy No. 1 pit. All surface disturbances will be regraded to
<br />approximate original contour. Topsoil from existing and proposed topsoil stockpiles will be redistributed over
<br />the entire disturbed area to depths 0.7 feet to 0.8 feet as depicted on Map 29 of the permit application, with the
<br />exception of those piles which are dedicated to specific areas from which it was removed. Re-seeding and
<br />revegetation will occur following topsoil laydown operations. Reclamation success will be determined by
<br />statistically comparing the reclaimed areas to reference areas, except at the Fish Creek Tipple, which was
<br />constructed prior to implementation of the current laws and regulations.
