(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1977-075 <br />INSPECTION DATE: 10/27/09 INSPECTOR'S INITIALS: ECS <br />OBSERVATIONS <br />This was a routine monitoring inspection for the Holyoke Gun Club Pit, an activeI l Oc sand and gravel permit <br />operated by the Holyoke Gun Club, conducted by Eric Scott of DRMS. DRMS met Alan Strong, representative <br />of the Holyoke Gun Club, on site at approximately 1230 on October 27, 2009. Mr. Strong then took DRMS on <br />a brief tour of the site. The mining site identification sign was observed at the active site entrance. <br />The site has not been active for at least several years, and the Gun Club is interested in reclaiming and releasing <br />the site as no further mining activity is anticipated. The site is currently unsecured and is an attractive nuisance <br />for ATV riders, and other unwanted activities. Because of the age of the site, the current reclamation plan will <br />need to be revised. A technical revision (TR) for re-sloping the steep walls currently present to 3:1 or less, <br />replacing topsoil, a proposed seed mix for appropriately revegetating the site, and a new site map should be <br />submitted (along with the required $216 revision fee) to the Division as soon as possible for approval. Existing <br />roadways will also need to be removed and reclaimed if they are not added to the reclamation plan via the <br />technical revision. Earthwork at the site should commence as soon as possible after the technical revision is <br />approved. The site is currently under-bonded for the amount of earthwork that would be required for <br />reclamation; however, a bond adjustment may be postponed if the Gun Club will submit the technical revision <br />within 60 days and commence reclamation activities immediately after its approval by the Division. The <br />regulations state that reclamation activities should be completed within five years of the end of mining. <br />When the site is appropriately re-sloped and vegetation established according to the approved reclamation plan, <br />it will be eligible for final release. The site may need to be gated and locked to deter trespassing while <br />reclamation is completed so slopes and vegetation are not damaged.
