NOTICE OF PROPOSED DECISION <br />The Colorado Division of Reclamation, Mining and Safety proposes to Approve with conditions Permit <br />Revision Application No. 8, submitted by Twentymile Coal Company for a coal mining permit at the <br />Foidel Creek Mine (Permit No. C-1982-056). The applicant proposes to expand its underground <br />development mining and underground longwall mining operations into Sections 17, 18, 19, and 20 of <br />T5N, R86W, and Sections 13, 22, 23, 24, 25, 26, 27, 34, and 35 of T5N, R87W, 6th P.M., Routt County, <br />Colorado. The applicant proposes to affect an additional 2,540 acres overlying underground workings, <br />but proposes no additional permit area acreage. The applicant additionally proposes no new surface <br />disturbance area acreage. Some surface areas overlying and immediately adjacent to the proposed <br />underground mining acreage are expected to be affected by subsidence. <br />The Foidel Creek Mine is located in Routt County, approximately 23 miles southwest of Steamboat <br />Springs, Colorado. The underground operation has an anticipated maximum production capacity of <br />12 million tons per year. Coal interest is Federal and private, and the surface to be affected is Federal and <br />private land. The permit area encompasses approximately 19,940.00 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all <br />requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, et seq., C.R.S., <br />and the regulations promulgated thereunder. <br />Copies of the proposed decision, including any stipulations, are on file for public inspection at the <br />Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman <br />Street, Denver, Colorado 80203 and at the Routt County Clerk and Recorder, 136 6th Street, Steamboat <br />Springs, CO 80477. Persons with an interest that may be adversely affected by the proposed decision <br />may request a formal hearing before the Mined Land Reclamation Board on the proposed decision. Such <br />request must be made within thirty (30) days of the initial publication of this notice, must be in writing, <br />and must state with reasonable specificity the reasons for the request and the objections to the proposed <br />decision.
