TR-65 Application for Additional Gob Vent Boreholes.
Dear Ms. Talvitie,
The purpose of this letter is to request Technical Revision No. 65 to the Oxbow Mining LLC
(OMLLC) Permit No. C-1981-022. This TR provides for the addition of gob vent boreholes to
the mine plan for the three north panels LW-17, LW-18 and LW-19.
To aid in the ventilation of hazardous mine gases, additional gob vent boreholes will need to be
installed in these three north panels. The additional sites are shown on the attached Drawing
2.05-M1, Sheet 6 of 6, "General Facilities, Gob Vent Boreholes." In addition we are submitting
revised PAP pages 2.05-50a and Exhibit 2.04-E3, Item 9 - Methane Drainage Well Information.
OMLLC has previously permitted gob vent borehole programs JR 46, 48, 53, 54, 56 and 63).
The subject of this TR is a plan where 27 drill pads, associated temporary, light use roads and up
to 33 mine ventilation boreholes will be installed, fitted with pumps for mine ventilation, and
eventually reclaimed. Mining into this north district will eventually involve some of the deepest
overall overburden depth (up to possibly 2,800') and Oxbow is taking particular care to make
sure adequate ventilation boreholes are installed to provide for miner safety.
Site Construction, Operation and Reclamation
The project will be very similar to that which had previously taken place for current borehole
sites. Overall, the sites will be accessed via the pre-existing Bear Creek canyon ranch road.
New light use road segments will be constructed using sidecast construction techniques, cutting
and filling as needed to achieve a typical road width of about 10 - 16 feet.
The pad sites will be approximately 150 feet wide and 150 feet long or 0.50 acres. Any salvaged
topsoil will be stockpiled adjacent to the pad. Drill fluids will be collected in mud pits.
