Box 9 Division Director <br />Natural Resource Trustee <br />Granby, CO 80446 <br />RE: Grand County Department of Road and Bridge; File No. M-2009-064 <br />CR #3 Pit; 112c Permit Application and Technical Revision to the Application Adequacy Review " <br />Dear Mr. Haynes, <br />The Division of Reclamation, Mining and Safety (Division) has reviewed the content of Grand County <br />Department of Road and Bridge 112c permit application and technical revision for the CR #3 Pit, File No. M- <br />2009-064, and submits the following comments. The Division is required to make an approval or denial decision <br />no later than November 23, 2009 therefore; your response to the following adequacy review concerns should be <br />submitted to the Division as soon as possible. <br />The Division received comments from the Colorado Historical Society. The letter is attached for your <br />review. Please address the comments noted in the letter and make any changes in the application as <br />necessary. <br />EXHIBIT D - Mining Plan (Rule 6.4.4) <br />2. The applicant states, on page 7, the depth of overburden varies from 8 to 20 feet and states, on page 8, 0 <br />to 8 feet of overburden exists on most of the site. Please explain this discrepancy. <br />3. The applicant states, on page 8, the topsoil and overburden stockpiles will be located around the <br />excavation, as shown on the Mining Plan Map, to reduce the haul distances when reclamation starts. On <br />page 9, the applicant states, the approximate location of the overburden and topsoil piles are shown on <br />the Mining Plan Map. The stockpile locations are not indicated on the Mining Plan Map. Please revise the <br />Mining Plan Map to show the proposed stockpile locations. <br />4. The applicant states, on page 8, if the soil stockpiles remain undisturbed for more than one year a cover <br />crop of Crested Wheatgrass at a rate of 2# pis sq-ft will be planted on them. Please commit to <br />vegetating overburden and topsoil stockpiles if in place for more than 180 days. <br />5. The applicant states, on page 10, the site will be a "single stage operation", but the amount of disturbance <br />will be limited to 20 acres or less at any one time and reclamation will be concurrent with mining to reduce <br />the amount of disturbance at any one time.
