(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1983-148 <br />INSPECTION DATE 8/25/09 <br />INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This inspection occurred as part of the Division's routine monitoring of permitted sites. The Neil Pit is <br />approved for 39.4 acres affected lands. Affected lands will be reclaimed to support rangeland post <br />mining land use. Permit status is intermittently active. Mining and reclamation activities were active. <br />The Operator is reclaiming contemporaneously as the mining activity advances and has completed <br />backfilling and grading for approximately 75% of the permit area. Backfilled and graded areas appeared <br />stable; no evidence of slumping, settling or excessive erosion was observed. The original permit <br />boundary had not been defined by survey. The Operator had recently completed a field survey, using <br />GPS equipment and had staked the 39.4 acre boundary. The Division encouraged the Operator to <br />position the new boundary markers as close as possible to what was originally contemplated. <br />Permit documents indicate that recommendations for revegetation from the SCS were to allow affected <br />lands to revegetate naturally and without the benefit of seeding reclamation species. Such plan involves <br />a natural evolution of plant cover, typically starting with invasive weed species, and ultimately producing a <br />climax community. Such plan will require a period of time greater than the time period for completion of <br />reclamation required under Rule 3.1.3. The Operator is encouraged to request new recommendations <br />for revegetation from the NRCS. The Operator is obligated by permit conditions and the Act and Rules to <br />establish an appropriate vegetative cover which supports the approved post mining land use. <br />The site appeared stable and well managed.
