(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2009-064 <br />INSPECTION DATE 09/16/09 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />This was a pre-operation inspection of the CR #3 Pit conducted by Peter Hays with the Colorado Division of <br />Reclamation, Mining and Safety (Division). Mr. Bill Clark, Mr. Bill Underbrink and Mr. Ken Haynes with Grand <br />County Department of Road and Bridge were present during the inspection. <br />The 112c application package was received by the Division on August 25, 2009 and deemed complete for <br />purposes of filing on September 4, 2009. The CR #3 Pit is located 3.5 miles south of Parshall, Colorado in <br />Grand County. The required notice sign was posted at the entrance gate off of CR 342. The permit <br />boundaries were delineated with barbed wire fence on all sides. <br />The proposed CR #3 Pit will be 92.76 acres with a maximum of 85.78 acres disturbed by the mining operation. <br />Mining will begin with construction of an access road across the site, from the southeast corner to the Shop <br />Area on the northern end of the site. The mining will be completed in cycles. The cycles will involve moving a <br />crushing plant into the mine and process material until a 6 month to 1 year supply is stockpiled. The working <br />mine face will be temporarily graded to a 2H:1V slope between cycles. <br />The present land use is rangeland. The proposed post-mining land use is rangeland. Mining will create a <br />depression in the terrace deposit and daylight out into the ephemeral drainage. The reclamation plan will be <br />to reshape, re-topsoiled and revegetate the area with grass seed once mining is complete. Reclamation will <br />run concurrently with mining. No more than 20 acres will be disturbed at one time. <br />The entrance road and a partially completed building pad were observed during the inspection. The <br />disturbance occurred prior to issuance of a mining permit by the Division and is not consistent with the pre- <br />mining conditions indicated in the permit application. Mr. Clark stated grading work for the road and building <br />pad started a few weeks prior to the inspection, but after Environment, Inc. visited the site. The construction <br />work began earlier than expected to allow the crusher maintenance building to be moved to the site prior to <br />its demolition. It was later decided to sell the building and not relocate it to the site. Mr. Clark stated the <br />work began before the permit application was submitted to the Division and could provide documentation <br />supporting the statement. The Division received Minutes of a Regular Board of County Commissioners <br />Meeting Grand County, Colorado dated April 14, 2009 and May 19, 2009 and documentation verifying road <br />construction began on July 28, 2009 with staking of the site and grading work started the following day. The <br />presence of the completed road and partially completed building pad will require the applicant to submit a <br />technical revision to the application to clarify the pre-existing conditions at the site. The Division does not <br />consider it to be a possible violation, since the disturbance occurred prior to the application submission. <br />The topsoil was stripped and stockpiled during road construction. Two overburden stockpiles were generated <br />and are located on the east side of the site. One of the stockpiles will be blended in during gravel processing. <br />The remaining stockpile will be saved for reclamation. <br />A temporary sedimentation pond is proposed for the site and is reported to be addressed in the Grand <br />County Special Use Permit. The applicant will need to contact the Office of State Engineer and the Colorado <br />Department of Public Health and Environment to determine if permits are required for the pond.
