E. Environmental Impacts of the Proposed Action and Alternatives <br />The previously prepared environmental documents identify and discuss the environmental <br />impacts of leasing and mining the coal resources in Federal leases C-07519 and C-079641. <br />OSM also reviewed the Colorado Division of Reclamation, Mining and Safety's Trapper Mine <br />(Permit No. C-1981-010) Proposed Decision - Permit Revision Application No. 6 (PR-6) <br />Proposed Trapper Mine Plan for 5 Year Permit Term 2008-2012, dated September 22, 2009, for <br />the proposed permit revision at the Trapper mine. OSM has determined that the combined <br />documentation described the proposed operation adequately and accurately assesses the <br />environmental impacts of mining. <br />In addition, OSM consulted with other Federal agencies for compliance with the requirements of <br />other applicable Federal laws. Those agencies included the Bureau of Land Management, which <br />provided findings and recommendations with respect to the Resource Recovery and Protection <br />Plan and the U.S. Fish & Wildlife Service, which provided consultation and comments under <br />section 7 of the Endangered Species Act. Finally, the Colorado State Historic Preservation <br />Officer's assessment and recommendations for the protection of cultural resources were <br />independently reviewed and concurred to by OSM. <br />F. Summary <br />Updated studies for natural resources within and surrounding Federal leases C-07519 and <br />C-079641 were completed by Trapper Mining, Inc. and submitted to the CO-DRMS as a part of <br />PR-6. Information from these updated studies was reviewed by OSM to complete this <br />environmental assessment. There were no significant impacts to air, soils, land use, vegetation, <br />water, wildlife, or cultural resources identified in the environmental studies. All of the effects of <br />mining Federal leases C-07519 and C-079641 will be mitigated during the mining operations or <br />upon reclamation of the land at the conclusion of mining. <br />G.
