slotted steel casing will be installed to within 10 feet above the coal. Approximately 60 - 100 <br />feet of the slotted 7 inch pipe will be extended up or overlap into the 9 5/8 inch casing. <br />Drainage and Sediment Control <br />The drainage and sediment control system for these Elk Creek mine gob vent boreholes will be <br />consistent with the previously constructed Elk Creek Mine and Sanborn Creek Mine gob vent <br />boreholes. The drainage and sediment control for the Elk Creek Mine borehole sites will be <br />managed as a small area exemption with alternative sediment control provided by a combination <br />of perimeter sediment control berms/ditches and installation of straw bales, straw waddles or silt <br />fence, etc. to reduce flow velocity and trap sediment. To facilitate the control of upland <br />drainage, if the site is suitable, an upland clean water diversion will be constructed to reduce <br />overland flow into the effected area. Permit Map 2.05-M4 (4'h sheet) Drainage and Sediment <br />Control Plan provides a typical example of a drill pad lay out. Exhibit 2.05-E3, Drainage and <br />Sediment Control Plan, Section 9, Revised and New SAE's and Alternative Sediment Controls <br />provides typical designs and demonstrations for alternative sediment control and clean water <br />ditch scenarios. Exhibit 2.05-E3, Drainage and Sediment Control Plan, Section 6 contains <br />information regarding mudpit hydrology demonstrations. <br />The boreholes are completed in the overburden zone located above the D coal seam. To date, no <br />ground water has been encountered in this zone that would require pumping. <br />Bonding/ Reclamation Cost Estimate Considerations <br />Recall that the Division prepared the TR-63 cost estimate. When Oxbow requested that these <br />three boreholes and roads be withdrawn from TR-63, we did not adjust the cost estimate. <br />Therefore, the estimate prepared for TR-63 remains valid and no further review is necessary. <br />Attached please find a proposed public notice which will be published in the Delta County <br />Independent upon notification by the Division that this application is complete.
