This TR provides for the addition of three (3) gob vent <br />boreholes and temporary light uses roads to the mine plan for second north panel LW-16 (LW- <br />16-06, LW-16-07 and LW-16-08). Please recall that these three boreholes were previously <br />proposed in TR-63, but because of the failure of the USFS to provide the necessary approval and <br />concurrence, Oxbow requested from the Division (by 6/12/2009 email) that these three boreholes <br />be withdrawn from TR-63. <br />To aid in the ventilation of hazardous mine gases, additional gob vent boreholes will need to be <br />installed in the north panel LW-16. The additional sites are shown on the attached Drawing 2.05- <br />M1, Sheet 6 of 6, "General Facilities, Gob Vent Boreholes." In addition we are submitting <br />revised PAP pages 2.05-50a and Exhibit 2.04-E3, Item 9 - Methane Drainage Well Information. <br />Note that both the map and Exhibit have been updated to reflect the 2009 borehole drilling <br />activities. <br />OMLLC has previously permitted gob vent borehole programs JR 46, 48, 53, 54, 54 and 63). <br />The subject of this TR is a plan where drill pads, associated temporary, light use roads and <br />boreholes will be installed, fitted with pumps for mine ventilation, and eventually reclaimed. <br />Mining into this north district will eventually involve some of the deepest overall overburden <br />depth (up to possibly 2,800') and Oxbow is taking particular care to make sure adequate <br />ventilation boreholes are installed to provide for miner safety. <br />Site Construction, Operation and Reclamation <br />The project will be very similar to that which had previously taken place for current borehole <br />sites. Overall, the sites will be accessed via the pre-existing Bear Creek canyon ranch road. <br />0 Page 1
