Recommendation for Approval of Application Over Objection; <br />Regular 112 Construction Materials Amendment Application <br />Ready Mixed Concrete Company <br />Bromley Lakes, Permit No. M-1987-049 <br />? ,/ <br />October 22, 2009 <br />Introduction <br />This document is intended to provide a basis for the Division's recommendation for approval of the <br />application over the objection raised to the Bromley Lakes Permit Amendment Application, File No. M- <br />1987-049. <br />This application was submitted by Ready Mixed Concrete Company DBA Ready Mixed Aggregates, Inc. <br />on March 6th, 2009. The application was found complete and considered filed with the Division on March <br />19th, 2009. The site is located approximately 2 miles south of Brighton, Colorado in Adams County. The <br />center of the area where the majority of mining will occur is in Sections 12, 13, 14 and 24 of Township 1 <br />South, Range 67 West of the 6t principle meridian. <br />The current approved permit area for this site is 172.5 acres, the operator wishes to add an additional <br />115.3 acres. If approved, the total permit acreage for this site will be 287.8 acres. The amendment to this <br />permit accomplishes three objectives for Ready Mixed Concrete Company. One, they will incorporate <br />Ready Mixed Pit No. 1 (M-1985-017) into the Bromley Lakes permit. Two, they will modify the <br />proposed end land use of a portion of the existing permitted area from open lakes and wildlife habitat to a <br />sealed water storage reservoir at the request of the current landowner. Three, the operator will add 77 un- <br />mined acres to the permit area located near the southeast portion of the current permit boundary. <br />The majority of the current acreage within the Bromley Lakes site and Ready Mixed Pit No. 1 has been <br />mined. The operator proposes to create a sealed water storage reservoir out of the combined Bromley <br />Lakes Cell No. 3 excavation and the pit excavation at Ready Mixed Pit. No. 1. The reservoir will be <br />surrounded by a slurry wall. North of Cell 3, there are four other pit excavations in place; some of which <br />are being used as settling ponds. The operator proposes to backfill these pit excavations and create <br />wetland and upland areas. <br />In the future, the operator intends to mine the remainder of the current permit area for the Bromley Lakes <br />site including the processing area, and the proposed 77 acre expansion area. To accomplish the post mine <br />configuration of the affected land, the operator will have to re-locate the McCann Ditch, owned and <br />operated by the McCann Ditch and Reservoir Company. The current processing area located in the <br />Bromley Lakes site will be mined to create an open water pond. For the proposed 77 acre expansion area, <br />the operator will mine and reclaim concurrently, leaving a relatively flat upland area east of the sealed <br />water storage reservoir.
