III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was an aerial inspection of the Roadside Portals Mine conducted by Harry Ranney of the <br /> Division of Reclamation, Mining and Safety(DRMS). Aerial photographs were taken on <br /> October 15, 2009 at approximately 12:59 PM. Weather conditions appeared to be clear and <br /> sunny at the time of the flight. Mike Boulay of the DRMS reviewed the aerial photographs. <br /> Twenty three photographs were taken during the flyover. Several of the first photos taken are in <br /> black and white and are not as good of quality as the color photographs taken during the flyover. <br /> Copies of all the higher-quality color photographs were forwarded to the Operator at their <br /> request. <br /> The majority of the mine site was visible in the photographs including the North Decline area, <br /> the South Portal facilities, the UTL loop, and the CRDA waste disposal sites. The South Portal <br /> facilities and the UTL loop area are shown in Photograph No's 1 and 2 at the ends of this <br /> inspection report. The only activities visible in the photographs were Xcel Energy trucks hauling <br /> ash from the Cameo Steam Plant to the ash disposal site adjacent to the permit area. There was <br /> also some activity at the UTL, where Halliburton is working at their Cameo Storage Yard. <br /> No other site activity was apparent in the photographs. <br /> General Mine Compliance <br /> All facility locations were well maintained. The mine site roads visible in the photographs were <br /> dry, and appeared to be in good condition. The CRDA waste piles and all other site locations <br /> appeared stable and no significant erosion or other problems were identified with this aerial <br /> inspection. <br />
