Operator Response - Extension request for technical revision submittal <br />October 21, 2009 <br />The Leadville Mill resubmits the attached Noxious Weed Management Plans, one for the <br />Leadville Mill and one for the Hopemore Shaft. UMC has been in contact with the Division, and <br />there has been difficulty in reaching consensus developing these plans. Consequently an <br />extension of 30 days is requested to have the Division perform another cursory adequacy review <br />of the plans prior to the preparation of the technical revision for inclusion in the existing permit. <br />The technical revision submittal will include both Noxious Weed Management Plans in the <br />existing M1990-057 permit, allowing later inclusion of each plan in separate permits for the <br />Leadville Mill and the Hopemore Shaft. Following an indication from the Division that there is <br />consensus on the level of detail of the plans, the technical revision will be filed in accordance <br />with Section 1.8 and 1.9. <br />The monitoring plan portion of each Noxious Weed Management Plan identifies the list of <br />potential noxious weed species (target species) as State A list or the Chaffee/Lake County list. <br />UMC consulted the CSU website for the control methods and treatment windows presented in <br />the Weed Management Techniques portion of the Noxious Weed Management Plans for the <br />Leadville Mill and Hopemore Shaft. The CSU site provides extensive information, mostly <br />relevant for rangeland and cropland environments. The Leadville Mill site is a heavily wooded <br />site and the Hopemore Shaft is a high alpine environment. Consequently, the CSU site <br />information has been extensively edited to remove methods, procedures, techniques and <br />chemicals not suited for the Mill and Mine environments. <br />Lake County, Chaffee County and Summit County monitoring plan methods and procedures all <br />include an annual site inspection and development of new or modification of the existing weed <br />management plans based on the annual inspection. <br />Separate plans are developed because of the two specific, non-adjoining locations in different <br />environments and in preparation for the current plan of separate permits for the Leadville Mill <br />and the Hopemore Shaft. The plans are presented below.
