III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> A 173.02 acre portion of the reclamation within the North Pit was previously approved for Phase <br /> [release in association with SL-1, in June 2007. The SL-2 application requests release for major <br /> portions of the South Pit reclamation, the Neck Pit and adjacent areas, and small remaining areas <br /> of the North Pit that were excluded from the SL-1 approval (three permanent drainage corridors, <br /> a reclaimed light use road, and a small area affected by settlement along a reclaimed highwall). <br /> Following a brief overview meeting at the mine office on the morning of July 15, the field <br /> inspection was initiated. During the inspection, participants walked through large portions of the <br /> release request area, to allow for visual assessment of compliance with pertinent requirements, <br /> including backfilling and grading, site stability,blending of regraded land to undisturbed areas, <br /> and drainage control. An inclinometer was used to field check gradients at major drainage <br /> channels and selected slope locations, and the condition and approximate dimensions of <br /> permanent channels were noted. In the interest of efficiency, the group was split for most of the <br /> inspection, with Sandy Brown and Marcia Talvitie leading one group; Dan Mathews and Howard <br /> Strand the other group. Observations and documentation from each group were compiled and <br /> incorporated in this report. Slope measurements, estimated channel dimensions, and <br /> corresponding permit design specifications, along with relevant comments are provided in <br /> spreadsheet form in Attachment 1 to this report. Supporting photographs are provided in <br /> Attachment 2. Relevant documentation developed over the past several years is included in <br /> previous inspection reports and also referenced in this report as appropriate. <br /> Roads <br /> A number of existing roads within the permit area have been reduced in width and approved as <br /> permanent structures, but the road travel corridors were excluded from the SL-2 application, <br /> because the permanent road approvals were issued subsequent to preparation of the SL-2 <br /> application. Because the post-mining road surfaces were excluded from the SL-2 release <br /> application, detailed evaluation of permanent road compliance(including travel width and profile <br /> checks)was not conducted during the SL-2 application. Approved permanent roads are Access <br /> Road "A" and Access Road "B", and the following light use roads: LUI, LU2, LU3A, LU313, <br /> LU4, and LU5. Final width reduction and grading associated with down-sizing of haul roads to <br /> postmine access road status has been completed. <br /> Certain additional light use roads in the South Pit area and Neck Pit vicinity, which are depicted <br /> on the SL-2 application maps (but excluded from the release request area), are temporary and <br /> will ultimately be reclaimed. A road extending from near the YPM-8 channel crossing down to <br /> Pond 12A, and the road from near Pond 13 up to LU313 are roads that are to be reclaimed under <br /> 2 <br />
