III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> Phase 1 Bond Release Reclamation Success Summary <br /> Based on site inspection, the reclaimed areas included within the SL-2 bond release request <br /> (delineated on SL-2 Map Exhibit A) appear to have been restored to the approximate original <br /> contour of the pre-mining landscape. Slopes are in general conformance with approved post- <br /> mining contours as shown on the Postmining Topography Map of the approved permit (Exhibit <br /> 20-2) and appear to be stable. Reconstructed drainages within the release request area are for the <br /> most part in good condition, with only a few exceptions noted where significant further work is <br /> required (e.g. lower YPM-7), or where past erosion has been severe and the Division feels that <br /> Phase 1 bond release would not be prudent at this time (e.g. the YPM-8 watershed). Minor <br /> hillslope; erosion and minor channel erosion was noted in a number of locations,but the extent <br /> and nature of the erosion observed in most locations was within the context of"maintenance <br /> items"to be addressed in the context of the Rill and Gully Plan of the approved permit. A <br /> significant amount of progress had been made with respect to such maintenance prior to the <br /> Division's August inspection. <br /> A few locations as described in the Backfill and Grading section of this report will be excluded <br /> from the Division's proposed approval decision for SL-2, due to erosional concerns and/or due to <br /> the extent of on-going or future reclamation activity that will potentially impact the locations. <br /> One area, the slopes and drainages in the Pond 011A watershed of the North Pit, was not <br /> inspected during the SL-2 inspection. The area will be inspected prior to issuance of a proposed <br /> decision for SL-2. <br /> 18 <br />
