INTRODUCTION <br />The Parsons Mine property is located in the East 1/2 of the Southeast 1/4 of Section 25, Township 6 <br />North, Range 67 West of the 6th PM; in the West 1/2 of the Southwest 1/a of Section 30, Township 6 <br />North, Range 66 West of the 6th PM; in the Northeast 1/4 of Section 36, Township 6 North, Range <br />67 West of the 6th PM; and in a portion of the Northwest 1/4 of Section 31, Township 6 North, <br />Range 66 West, of the 6th PM. The site is directly south of Weld County Road 6412 and Weld <br />County Road 25 bisects the property. The property contains a significant commercial deposit of <br />sand and gravel located near the Cache La Poudre River. The majority of the site lies to the north of <br />the Cache la Poudre River with a small portion to the south of the river in Section 36. There are <br />several existing gravel mine operations in the project area. The Parsons Mine construction is <br />granted by the Colorado Division of Reclamation, Mining and Safety (DRMS) permit (File Number <br />M-2007-088). <br />Purpose and Scope of Study <br />This report has been prepared to document the results of a hydrologic analysis of existing, mining <br />and reclamation conditions of the project. <br />Site Conditions <br />Figure 1 is a vicinity map showing the site and surrounding area. The permit boundary will <br />encompass approximately 381 acres, with mining activities anticipated to disturb approximately 203 <br />acres of the site. The remaining unmined acres will be used for overburden and topsoil stockpiles, <br />offsets from existing structures, property lines and waterways, and internal road and conveyor <br />access. The irregularly shaped parcel is relatively flat and low lying in the greater floodplain of the <br />Cache la Poudre River. The portion of the site to the south of the Cache la Poudre River is entirely <br />within the jurisdictional 100-year floodplain. Approximately half of the site to the north of the <br />Cache la Poudre River is within the 100-year floodplain. Agricultural uses surround the property <br />with the exception of some reclaimed gravel mining ponds that are southeast of the property. <br />The site has been drilled during sampling episodes from March of 2002 to April of 2007, and <br />testing has been performed to verify the sand and gravel deposits are commercially marketable. <br />Overburden exists to an average depth of approximately 7 feet over the entire site. All overburden <br />needed for the construction of the final reclamation slopes will remain on-site. The average depth <br />of sand and gravel is 13 feet across the site and mining at the site is intended to progress down to <br />bedrock. <br />The groundwater level lies approximately 5 to 15 feet below natural ground level, on average. The <br />deposit is therefore classified as a wet alluvial deposit. However, mining operations will be carried <br />out following dewatering. <br />The site is owned by Lafarge West Inc.; Livingston Leigh Livestock of Weld County, LLC; and <br />Sally A. Parsons. Lafarge has an option to purchase Sally A. Parsons' property and they have a <br />lease to mine the Livingston Leigh Livestock of Weld County, LLC property. The mineral rights in <br />the portions of the site that fall in Section 36 are owned by the Colorado State Board of Land <br />- 1 - Revised Preliminary Dminagc Repon.docx
