Total Consumptive Use <br />The total calculated consumptive use for the Parsons Mine is 28.5 acre-feet per year during mining. <br />After reclamation, the planned long-term exposed surface area of the unlined lakes is approximately <br />60.0 acres. The long-term evaporative consumptive use is 177.2 acre-feet. <br />Substitute Water Supply Plan and Gravel Well Permit Application <br />Lafarge will submit a Substitute Water Supply Plan (SWSP) for the site to the SEO nine months to <br />one year prior to the start of mining. Lafarge owns 12 Whitney Ditch shares and has a lease for five <br />additional shares historically used on the property as a future source of augmentation water during <br />mining. Since mining is several years away, Lafarge will keep the Whitney Ditch shares in <br />irrigation to maintain the historic consumptive use of these water rights until they are needed for <br />augmentation. <br />Lafarge also owns other water rights such as 8.5 Box Elder Ditch shares and 550 Boyd and Freeman <br />Ditch shares in this reach of the Poudre River Basin. These water rights are currently used to <br />augment other active mining sites, but could also be used in the future to augment the Parsons Mine. <br />Lafarge's water right portfolio in this reach of the Poudre River can augment the Parsons Mine <br />during mining and after reclamation. The policy of the SEO is to provide a copy of the SWSP <br />approval to the DRMS for the site when the review process is complete. <br />Lafarge will also complete the required 600 foot well inspection with the water commissioner and <br />submit the required gravel pit well permit application to the SEO. Lafarge will not expose <br />groundwater at the Parsons Mine until both the SWSP and well permit are approved by the SEO. <br />Long-term Augmentation <br />A water court application for a long-term plan for augmentation will be filed three years prior to the <br />completion of mining.
