X876 ? <br />CONSTRUCTION PERMIT <br />PERMIT NO: 04AD0694 <br />JUn 29, 2005 FINAL APPROVAL <br />DATE ISSUED: <br />ISSUED TO: 120th Estate Partners <br />THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: <br />Construction aggregates production facility located at U S Highway 85 and 120th Avenue, <br />Brighton, Adams County, Colorado. <br />THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: <br />One (1) Cedar Rapids aggregate processing plant, model: CSC 4551, serial number: <br />51017, with a design rate of 600 tons per hour, including: <br />One (1) Cedar Rapids classic cone crusher, model: 45-2, serial number: 051019. <br />One (1) Cedar Rapids 6'x 20' screening deck, model: 6203-32, serial number: 051056. <br />One (1) Hopper feeder <br />One (1) Eagle Iron Works 44" x 33' log washer with a design rate of 175 tons per hour. <br />The Cedar Rapids plant is equipped with water spray bars to control particulate <br />matter emissions. The log washer emissions are controlled by complete material <br />saturation in a water bath during cleaning. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO <br />AIR QUALITY CONTROL COMMISSION AND THE COLORADO AIR POLLUTION PREVENTION AND <br />CONTROL ACT C.R.S. (25-7-101 et seq), TO THOSE GENERAL TERMS AND CONDITIONS <br />INCLUDED IN THIS DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />1. Visible emissions from all segments of this source not subject to Regulation 6, Part A, Subpart 000 <br />shall not exceed twenty percent (20%) opacity during normal operation of the source. During periods <br />of startup, process modification, or adjustment of control equipment visible emissions shall not <br />exceed 30% opacity for more than six minutes in any sixty consecutive minutes. Opacity shall be <br />measured by EPA Method 9. (Reference: Regulation No. 1, Section II. A. 1. & 4.) <br />2. The permit number shall be marked on the subject equipment for ease of identification. (Reference: <br />Regulation No. 3, Part B, Section III. E.) (State only enforceable) <br />3. All previous versions of this permit are canceled upon issuance of this permit. <br />4. Emissions of point-source air pollutants shall not exceed the following limitations (as calculated in the <br />Division's preliminary analysis): (Reference: Regulation 3, Part B, ll.
