Fax: (303) 526-2624 <br />www.martinandwood.com <br />Memorandum <br />To: Joanna Williams <br />From: Jacob Bauer <br />Date: October 7, 2009 <br />Subject: GSL SWSP <br />cc: Les Ewegen <br />Recently, the Laramie Fox Hill (LFH) well that was supposed to augmentation supply water as <br />part of the Substitute Water Supply Plan (SWSP) for the GSL of Illinois Gravel Pit became <br />inoperable. The purpose of this memo is to revise Table 4 in the SWSP request for the GSL <br />gravel pit. <br />Revised Tables 2 and 4 <br />Due to the fact that the LFH well cannot pump any water for augmentation purposes, additional <br />water will be leased from Brighton to ensure that all lagged depletions to the river are <br />augmented. Consequently, water used for dust control, which is currently taken from ground <br />water flowing into the bottom of the pit, will be included in the calculation for the lagged <br />depletion to the South Platte River. The revised Table 2 (attached) presents the revised total <br />evaporational and operational losses, which now include water used for dust control, and the <br />revised lagged depletions to the South Platte River which must be augmented. Because the lease <br />agreement with Brighton in operation for August and September did not include the lagged <br />depletions to the river induced by pumping water from the bottom of the pit to use for dust <br />control, 0.40 acre-feet less than the amount of water required to fully augment depletions was <br />delivered during September 2009. This water has been accounted for by adding an additional <br />one-time replacement obligation (One-Time Replacement Obligation B) to the volume of water <br />that Brighton will deliver in October 2009. The revised Table 4 (attached) presents the volume <br />of water that will be leased from Brighton during each month to cover lagged depletions to the <br />South Platte River. In the revised Table 4,. the One-Time Replacement Obligation B, along with <br />the information previously contained in Table 4 is presented.
