III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety(Division)on 07 October 2009. The weather was clear and the mine <br /> site was dry during the on-the-ground inspection of the site. Scott Wanstedt of BME accompanied the <br /> inspection. This was an OSMRE Special Focus Inspection for the prevention of Off-Site Impacts and <br /> Reclamation Success for Methane Drainage Wells at the Deserado Mine. Christine Balks, Howard <br /> Strand, Elizabeth Shaeffer, and Christy Hulsman of OSMRE accompanied the inspection <br /> The mine is currently operating as permitted. No drilling activities were in progress during the <br /> inspection. Deserado Mine continues to longwall in panel 10. Coal was in the process of being <br /> loaded into the electric train to be transported. <br /> General Mine Plan Compliance <br /> Active methane drainage wells inspected include: LWB9-3, LWB104, LWB9-2, LWB10-3, and <br /> LWB10-2. The active wells were enclosed with fencing and signage with the name of the well and a <br /> warning posted. The wells were properly maintained with all seals functioning as permitted at the <br /> time of the inspection. The access roads were properly maintained with no problems noted. The drill <br /> pads associated with the wells were stable with small berms of topsoil noted at the edges of the pads. <br /> The SAE demonstration associated with the pads for the protection against erosion and off-site <br /> impacts is approved in Permit Illustration 44 for flat ground. All Drill pads inspected were constructed <br /> on flat ground with minimal grade. No evidence of run-off or erosion was noted in or around the drill <br /> pads. Overall the active methane drainage wells were well maintained and constructed as permitted <br /> at the time of the inspection with the exception of the following: <br /> Topsoil markers must be placed on the topsoil berms associated with the drill pads where <br /> applicable. <br /> Examples of the methane drainage wells inspected are provided below. <br /> o� 0WEwl[R <br /> r <br />
