Rule 6.4.5 EXHIBIT E - Reclamation Plan <br />(1) The proposed grading at time of final reclamation is shown on Map 6, Reclamation <br />Plan Map. This map also shows the location of five proposed cross-sections which <br />depict the proposed final slopes which will be encountered during the reclamation <br />phase of the operation. Map 7, Mine & Reclamation Plan Cross Sections depict the <br />existing grade and final grade after reclamation for each cross section. The outer <br />perimeter of the mine will be graded to a minimum of 3:1 slopes to ensure long term <br />stability. The interior of the mine will be graded to conform to the general east to west <br />slope of the existing land. There will be no impoundments. <br />(2) (a) All of the affected lands are currently range land. Reclamation will restore all of <br />the affected land to range land. The amount of disturbed land will be limited to <br />35 acres at any one time. We anticipate approximately 20 of the 35 acres will be <br />active mining area at any one time. Once mining is complete the slopes will be <br />reclaimed to grades shown on the Reclamation Plan Map. On-site soils within <br />the pit area will be used for backfill to establish the reclaimed slopes. If available, <br />the Operator will accept clean, imported fill. Precision Excavating, Inc. will <br />commit to comply with the notice to the office requirements of Rule 3.1.5(9) <br />before importing fill material. <br />(b) The post-mining use will be range land which is consistent with the existing land <br />use in the vicinity of the project. This is also consistent with the Moffat County <br />Zoning designation for this property, which is A-Agriculture. <br />(c) Section 3.1 <br />3.1.1 Establishing Post-Mining Use: The Operator has consulted with the <br />Landowner and agree the land will be reclaimed to the original use of range land. <br />3.1.2 Reclaiming Substituted Land: N/A <br />3.1.3 Time Limit and Phased Reclamation: The Operator commits to complete <br />each phase of reclamation within five (5) years from the date that such phase has <br />commenced. <br />3.1.4 Public Use: N/A <br />3.1.5 Reclamation Measures - Materials Handling: Grading will be performed so <br />as to create the final topography shown on the Reclamation Plan. The Operator <br />shall replace waste materials in the mined area and will utilize appropriate earth <br />moving equipment to ensure adequate compaction for stability. The grading will <br />be done in a manner to control erosion and siltation of the affected lands through <br />use of stormwater diversion ditches and settling ponds. All highwalls will be <br />stabilized to 3:1 slopes as soon as possible following mining excavation. The <br />overall backfilling and grading will be completed as soon as there is enough room <br />to safely operate the earthmoving equipment. Precision Excavating will control <br />the unauthorized release of pollutants to the surface drainage system and <br />groundwater. The fuel tanks will be either the double-walled, self contained type <br />of tank or surrounded by a lined berm to prevent any spills. Precision Excavating <br />has mechanics on staff that perform routine maintenance on equipment to prevent <br />leaks. <br />3.1.6 Water - General Requirements: The proposed mining operation will not <br />have any affect on the prevailing hydrologic balance of the affected land and <br />surrounding area, nor any affect on the quantity or quality of water in surface and
