Cattany <br />Division Director <br />Natural Resource Trustee <br />Re: CBCI Gravel Pit, File M-2009-030, 110c Application: Adequate for Approval, and Estimate of Bond Amount. <br />i <br />Dear Mr. Cressler, <br />The Division has reviewed the adequacy responses you provided on September 23, 2009, and finds that the application <br />is ade uate for approval. The Limited Impact 110c permit application for your gravel pit was approved on September <br />28, 2009. A few details of the approved operation are listed below, some of which incorporate your written responses. <br />1. The operator must post a permit ID sign at the entrance to the site, per Rule 3.1.12. All permit boundaries <br />must be marked in a durable and visible manner throughout the life of the permit. <br />4. <br />2. Most of the material to be mined is the broken sandstone layer, though a small percentage of the material <br />mined may be the underlying shale. The result of mining either material will result in a pit no deeper than 15 <br />feet. Most mining will be conducted by bulldozer and/or loader, but there may be some material removal <br />utilizing explosives. The operator will ensure that all necessary licenses are obtained. <br />Portions of the pit floor may receive a shallow layer of clean, inert construction debris before the pit is <br />reclaimed. Up to 500 cubic yards of debris may be accumulated in a stockpile onsite before it is backfilled and <br />spread. The layer of debris may average about 2 feet thick, and a layer of overburden may be required as a cap <br />prior to placement of topsoil. <br />Topsoil will be gradually stripped from areas prior to being mined. Topsoil will be stockpiled onsite in areas <br />away from mining and processing disturbance. If it is not to be replaced within a year of being stripped, the <br />topsoil stockpiles will be seeded to protect them from erosion. <br />The site will be monitored for weeds, in areas disturbed by mining and areas not yet disturbed. All noxious <br />weed infestations will be promptly treated. If treatment is not effective, a more aggressive plan must be <br />developed. <br />6. No fuel or lubricants may be stored onsite unless all storage vessels have impermeable secondary containment. <br />I have ?,nclosed a packet which contains the estimated reclamation costs. Please review the packet and notify me <br />prompt Ily if you notice any errors or omissions. The first page is the summary of all tasks, and the following pages <br />show the detailed breakdowns of each task and the equipment production figures.
