Sherman <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br /> <br /> <br />We have received your letter of July 30, 2009, requesting approval" df the above <br />referenced substitute water supply plan ("SWSP") to cover depletions caused by an existing <br />gravel mining operation. The required fee for approval of this substitute supply plan has been <br />submitted (receipt no. 3641957). The original supply plan was approved on April 30, 2001 and <br />was most recently renewed on August 11, 2008. The previous SWSP expired on December 31, <br />2008. <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining at the S&H Mine Gravel Pit <br />("S&H Pit") (WDID 0203036) operated by Platte Sand and Gravel LLC ("Applicant"). The <br />depletions that result from the mining operation are evaporation and dust suppression. The <br />Applicant has obtained well permit no. 65464-F for the mining operation. <br />During 2006, the Applicant began construction of a slurry wall liner around Sharkey's <br />Reservoir, as shown in attached Figure 1. The liner has been completed and based on a letter <br />dated November 16, 2007 from Jana Ash, the pit has been lined to the design standard <br />referenced in the August 1999 State Engineer Guideline for Lining Criteria for Gravel Pits. For <br />this plan period all mining will occur from within the approved liner, therefore, the applicant will not <br />be required to augment for water lost in mined product. The water confined within the slurry wall <br />liner will be pumped directly to the South Platte River to allow dry mining. <br />The proposed replacement source is water stored in priority within Sharkey's Reservoir. <br />The final reclamation of the pit includes backfilling or lining of all exposed groundwater <br />within the permit boundary.
