Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken
during the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Sunlight Mine conducted by Jim Stark of
C:DRMS. The permit for the site has been revoked and the reclamation was
completed by the Division. The weather was warm and sunny and the ground was
dry at the time of the inspection. The main focus of this inspection was to check the
condition of the partially collapsed lower portal, first noted in November 2007.
The lower portal, which was sealed by the Division, has partially collapsed. The wood
frame that remained from the portal appears to have rotted and collapsed. In
addition, the backfill material has collapsed and eroded. The block wall that was
built when the portal was sealed is still in place. There did not appear to be any
cracks in the wall at this time.
The vegetation at the lower portal area was very dense with the wet spring and
summer. Based on the grasses being flattened, it appears as though the runoff from
the road above was flowing down and directly over and onto the reclaimed portal.
This may have contributed to the partial collapse of the portal. As I walked up the
slope where the water appears to have been flowing, there was some minor erosion
off the County Road at the top.
