III. COMMENTS - COMPLIANCE <br /> Sunlight C-1981-046 <br /> Pg 1/1 17 August 2009 0�:7 <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken <br /> during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Sunlight Mine conducted by Jim Stark of <br /> C:DRMS. The permit for the site has been revoked and the reclamation was <br /> completed by the Division. The weather was warm and sunny and the ground was <br /> dry at the time of the inspection. The main focus of this inspection was to check the <br /> condition of the partially collapsed lower portal, first noted in November 2007. <br /> The lower portal, which was sealed by the Division, has partially collapsed. The wood <br /> frame that remained from the portal appears to have rotted and collapsed. In <br /> addition, the backfill material has collapsed and eroded. The block wall that was <br /> built when the portal was sealed is still in place. There did not appear to be any <br /> cracks in the wall at this time. <br /> The vegetation at the lower portal area was very dense with the wet spring and <br /> summer. Based on the grasses being flattened, it appears as though the runoff from <br /> the road above was flowing down and directly over and onto the reclaimed portal. <br /> This may have contributed to the partial collapse of the portal. As I walked up the <br /> slope where the water appears to have been flowing, there was some minor erosion <br /> off the County Road at the top. <br /> See the attached pictures of the portal, grasses above the portal and minor erosion <br /> off of the County Road. <br /> This completes the 17 August 2009 inspection of the Sunlight Mine. <br />
