Sherman
Executive Director
Ronald W. Cattany
n Division Director
Natural Resource Trustee
Re: Ellison Mine, Permit M-1978-342, Request for Technical Revision (TR-3) Weed Control Plan.
Dear Mr. Coram,
This office has reviewed your request for a technical revision to the above-named permit, specifically to include a
noxious weed control plan. The plan that was submitted was very brief, to the point of not naming which noxious
weed species are present or being monitored, or what chemical(s) you proposed using. Weighing these factors alone,
the weed control plan should be considered inadequate for Division approval.
However, there is a well-documented relationship between Gold Eagle Mining, Inc. and the U.S. Department of
Energy (DOE), the land management agency with whom Gold Eagle Mining, Inc. has a lease arrangement to mine on
specific tracts. Due to the frequent weed monitoring inspections and weed mapping performed by DOE, and the weed
control that the DOE requires Gold Eagle Mining, Inc. to perform, this office may accept the brevity of the submitted
plan, and approve the technical revision.
This technical revision approval does not include a bond adjustment to the permit. But the Division requires that the
operator provide updated information in each annual report, concerning the annual weed control activities. This should
include the species observed and treated, the location and acreage of the treated weeds, what chemicals were used and
the approximate date(s), and the effectiveness of the treatment(s). If this office finds that the monitoring, reporting, or
treating is not adequate, the operator may be required to revise this weed control plan. If the DOE weed monitoring,
mapping or treatment requirement ceases or significantly changes in the future, you are instructed to contact this office
so that an effective weed control plan may be developed.
Thank you for continuing the vigilant monitoring and weed control. Please contact me if there are any questions, at the
Division's Durango field office: 691 CR 233, Room A-2, Durango, CO 81301.
Sincerely,
F,?, 0,41
Bob Oswald
Environmental Protection Specialist
Cc: Steve Shuey, DRMS Grand Junction
Dan Burns, DOE Grand Junction
(c:\09-09 docs\ellison tr03 weed appr/rco)
Office of
Mined Land Reclamation
Denver • Grand Junction • Durango
Office of
Active and Inactive Mines
