• <br />• <br />evidence of letters of exemption from the Colorado Department of Health and <br />Environment -Air Pollution Control Division. <br />11. Prior to construction, and if applicable, the applicant shall produce documentation from <br />the U.S. Department of Interior to ensure that issues concerning storage and containment <br />and effects to soil, water, plant communities, fish and wildlife are satisfactorily <br />addressed. <br />12. Prior to construction, and if applicable, the applicant must obtain all necessary clearances <br />and permits from the U.S. Army Corps of Engineers, related to the bridge crossing, <br />existing wetlands, and activities that may impact the flood plain. <br />fl3. Prior to construction, the applicant shall obtain major site plan approval from the <br />Planning Department and obtain all required local, state and federal permits for the <br />construction and operation of the project, including but not limited to road access <br />permits, stream crossing permits, and building permits from Mesa County and the <br />Colorado Department of Transportation. Copies of all required permits shall be <br />submitted to the Mesa County Department of Planning and Economic Development as <br />they are obtained. <br />14. The applicant, owner and operator shall not deviate from the site plan and documents <br />submitted with this .application. Any modification or expansion of this facility, not <br />including minor modifications as determined by the Planning Director, shall require an <br />amendment of the Conditional Use Permit. <br />15. With the exception of lighting required by~the Federal Aviation Administration, all <br />outdoor lighting shall be of the full cut-off type and any night lighting shall be limited for <br />security purposes, emergency repairs or inspections. <br />16. A list of all equipment with installation costs. for all facilities associated with this project <br />shall be provided to the Mesa County Assessor's-Office before commencement of <br />operations. Proof of submittal to the Assessors Office shall be provided to the Planning <br />Department. <br />17.
