Prior to construction, and if applicable, the applicant shall produce documentation from the U.S. Department of Interior to ensure that issues concerning storage and containment and effects to soil, water, plant communities, fish and wildlife are satisfactorily addressed. 12. Prior to construction, and if applicable, the applicant must obtain all necessary clearances and permits from the U.S. Army Corps of Engineers, related to the bridge crossing, existing wetlands, and activities that may impact the flood plain. fl3. Prior to construction, the applicant shall obtain major site plan approval from the Planning Department and obtain all required local, state and federal permits for the construction and operation of the project, including but not limited to road access permits, stream crossing permits, and building permits from Mesa County and the Colorado Department of Transportation. Copies of all required permits shall be submitted to the Mesa County Department of Planning and Economic Development as they are obtained. 14. The applicant, owner and operator shall not deviate from the site plan and documents submitted with this .application. Any modification or expansion of this facility, not including minor modifications as determined by the Planning Director, shall require an amendment of the Conditional Use Permit. 15. With the exception of lighting required by~the Federal Aviation Administration, all outdoor lighting shall be of the full cut-off type and any night lighting shall be limited for security purposes, emergency repairs or inspections. 16. A list of all equipment with installation costs. for all facilities associated with this project shall be provided to the Mesa County Assessor's-Office before commencement of operations. Proof of submittal to the Assessors Office shall be provided to the Planning Department. 17. Upon-the completion of reclamation and a full bond release by the Colorado Division of Reclamation Mining and Safety by Snowcap Coal, the preceding CUP (C100-76) for the Coal Mining operation as amended, in 1990 shall be rescinded by separate resolution for the area,of land that is controlled by the Halliburton Cameo CUP.
