Letter to Stephen Hilgers 2 September 29, 2009 <br />Second Review of Santia)zo Mine NOI File No. P-2009-005 <br />5. Thank you for the information and demolition cost estimates for the mill provided in the August 31, 2009 <br />submittal. In order for the DRMS to compete confirmatory cost estimating, please provide the following <br />additional information: <br />a. The height of the two building segments that make up the mill structure. <br />b. The dimensions of the wooden water tank adjacent to the mill. <br />c. The length and maximum height of the wooden trestle accessing the mill building. <br />6. In the August 31, 2009 submittal, you maintain the flexibility to temporarily remove and/or modify the <br />existing secure gated access closures that have been installed on the Santiago Mine 5th Level portal by the <br />DRMS Inactive Mine Program. It is the direct experience of the DRMS at multiple sites similar to the <br />Santiago Mine, that removal or alteration of an existing closure results in the need to ultimately replace the <br />closure starting from scratch. Therefore, DRMS will require sufficient bond for full portal closure <br />replacement. Please provide dimensions for the portal so that replacement costs can be estimated to establish <br />the amount of required bond. <br />7. In its initial review letter, dated July 7, 2009, DRMS stated that any newly generated waste rock from <br />proposed prospecting operations must be isolated from the existing dump and must be encapsulated by low <br />permeability liners and covers prior to revegetation, and required an encapsulation design and location <br />information for DRMS review. The initial review letter stated that encapsulation designs must be prepared <br />by a geotechnical engineer or other qualified person(s). The information provided with the August 31, 2009 <br />submittal does not remotely approach the detail needed for an encapsulation design as required. The DRMS <br />is willing to meet by telephone or otherwise with your geotechnical engineer or other qualified person(s) to <br />discuss the basic minimum requirements for the design. <br />Once you have adequately responded to the items listed above, DRMS will estimate the costs to reclaim your <br />proposed prospecting disturbances.
