Cattany <br />03037 CR 2 Division Director <br />Dove Creek, CO 81324 Natural Resource Trustee <br />Re: CBCI Gravel Pit, File M-2009-030, 110c Application Adequacy Review Letter, and Extension Approval. <br />Dear Mr. Cressler, <br />Thank you for the time you made available yesterday for the Division's pre-operation inspection of the proposed <br />gravel pit site (as named above). The inspection report will be mailed to you soon under separate cover. <br />There were numerous items pertaining to the application itself, that we discussed during our meeting, that still need to <br />be clarified or addressed for the record before the Division can entertain a decision to approve the application. I have <br />listed those items below, in the form of statements or commitments that the approved mining and reclamation plans <br />will adhere to. Please restiond in writing exnressina Your agreement with these items. If any of these are misstated or <br />misrepresented, please notify me promptly. <br />Exhibit C - Mining Plan. <br />The native topsoil layer exists throughout much of the site, at an average depth of three inches. Topsoil will be <br />stripped from a small portion of the permitted area prior to mining disturbance of that portion. Topsoil will be <br />stockpiled and protected from erosion and weed infestation until it is respread during reclamation. Given the scarcity <br />of topsoil and the need to revegetate the site, all topsoil generated from the permitted area will be retained, protected <br />and replaced during reclamation. <br />The operator will monitor the permitted area for noxious weeds, and proactively prevent infestations within the <br />permitted area. This may involve monitoring weeds on adjoining grazing lands, county roads, and drainageways, and <br />ensuring that imported fill materials and equipment that is brought onto the site do not carry weed seed. (Note: While <br />we recognize that there are numerous outside sources of noxious weeds, pursuant to the Division's jurisdiction, the <br />operator is only required to monitor and treat such within the 8.59-acre permitted area.) The operator will prevent <br />weed infestation from spreading from the permitted area onto adjoining offsite lands. <br />Mining activities will include excavation by bulldozer and/or loader, processing by screen and/or crusher. No fuel or <br />lubricants will be stored onsite. No batching of concrete or asphalt will be carried out onsite. All equipment used <br />solely for the mining operation, and all mining-related activities, must be contained within the permitted area. <br />The mining will begin in the southeast corner of the permitted area and progress westward along the southern edge of <br />the permitted area, staying well above the adjacent drainageway. The material mined is a fractured and weathered <br />sandstone layer, about ten feet thick.
