Clarification of Preliminary Adequacy Review Comment 16
Dear Mr. Pfannenstiel:
Please replace Comment 16 in our preliminary adequacy review letter of August 28,
2009 with the following comment.
Section 2.04.13
16. Please add to the permit application the following historic reclamation
information pertaining to the Seneca II lands that will be transferred to the
PSCM:
a) A year-by-year summary of seeding,
i. Seed mix planted,
ii. Inter-seeding, date and seed mix used,
iii. Location and date of transplants for concentrated shrub clumps.
b) A summary of topsoil replacement for those parcels that have not yet
received Phase II bond release.
c) A summary of past husbandry practices;
i. Weed control measures; method-chemical, biological, or
mechanical, describe, and what species was being controlled.
ii. Grazing, location and AUMs,
iii. Mowing, location and dates (year would be adequate, for
example: Mowed parcel 89-2 in 2001).
d) A map showing the year each of the reclaimed parcels was seeded and
the dates of any inter-seeding or re-seeding that occurred on the parcels.

The intent of incorporating this information into the PSCM permit stems from the
information that the Division needs to evaluate at the time of bond release.
Summaries presented as tables would be adequate.
