reclamation costs, EFCI, in compliance with applicable regulations, will increase <br />or supplement the existing bond to reflect estimated incremental costs prior to <br />initiating proposed changes. <br />Removal of Structures and Facilities <br />All existing mine structures and facilities will be utilized and remain in-place <br />until mining operations for the Southfield Mine have been completed. At that <br />time any structures facilities, and use areas not approved for retention to <br />support the postmining use will be salvaged or demolished in order to reclaim <br />the site and establish proposed postmining land uses. It is anticipated that <br />much of the equipment utilized at the mine including conveyor systems, rotary <br />breaker, process equipment, storage hoppers, and truck scales, along with a <br />number ofpre-fabricated steel building can be salvaged for continuing beneficial <br />use at the end of the mine life. Any remaining equipment not salvaged will be <br />dismantled, and any building or structures which will not be retained and cannot <br />be salvaged will be demolished. Equipment and facilities to be salvaged will be <br />dismantled and hauled from the site by EFCI or private salvage contractors. <br />Disassembly and demolition of remaining equipment and structures will involve <br />cutting steel structures and other large components into pieces which can be <br />readily handled by mobile equipment, breaking-up foundation slabs and <br />masonry structures, and removing foundations and utilities to at least two (2) <br />feet below the natural ground surface. Resulting demolition debris will be loaded <br />and placed in appropriate disposal areas where it will be effectively covered by <br />backfilling and grading operations with a minimum of four (4) feet of suitable <br />material. <br />All concrete will be broken up just enough so that it may be moved. All concrete <br />debris will be disposed of in low areas of the facility site, and buried. The low <br />areas include the area in front of the portals (if portal structures are not <br />retained) and the Pond 1 basin area. The concrete will be carefully placed so as <br />not to create any voids which may cause slumping once backfilling is completed. <br />All concrete debris will be covered with at least four (4) feet of backfill material. <br />Demolition debris from the south mine fan installation will be backfilled in the <br />fan portal. <br />The specific structures to be removed were previously identified in Section <br />2.04.3, Operation Plan -Permit Area under the subtitle "Mine Facilities".
