placement occurs both laterally and vertically, the incremental areas where active <br />placement is occurring during the one-year interval between reclamation cycles will be <br />minimized. Within this active disturbance area, EFCI minimizes erosion and runoff by <br />maintaining appropriate gradients on active working benches and through use of <br />temporary ditches and berms as appropriate. <br />With the exception of the coal refuse pile where incremental disturbance is offset by <br />progressive reclamation in a steady-stare balance, all other mine disturbance areas will <br />remain in a disturbed condition until after completion of all mining operations. <br />Upon completion of mining, EFCI will reclaim any mine facilities not approved for <br />retention in conjunction with postmining land uses, including the portal, road and <br />loadout areas in a timely fashion. Reclamation of these areas is scheduled to be <br />completed within 18 months of the date of last coal production from the property. An <br />anticipated general time-table for reclamation of these specific areas is presented as <br />Table 32, Time-Table-Mine Facilities Reclamation. <br />Following reclamation of mine facilities, portal, road and loadout areas, the only <br />disturbance areas which will remain will be the sedimentation pond and associated <br />drainage structure areas and any structures, facilities, and use areas approved for <br />retention to support the postmining land use. Drainage structures will remain in place to <br />provide short-tern drainage and sediment control during the bond liability period. Upon <br />receipt of a determination of reclamation success from the CMLRD for contributing <br />drainage areas, sedimentation ponds and associated drainage structures will be removed <br />and reclaimed.
