• The Southfield reclamation plan has been developed utilizing available <br />information on pre-mining environmental resources which was previously <br />presented in Section 2.04, Minimum Requirements For Information on <br />Environmental Resources. In addition, EFCI has utilized available <br />information on current reclamation technology which may be applicable to <br />specific site conditions at the Southfield Mine. <br />It is important to recognize that in order to be effective, mining and <br />reclamation planning must be a dynamic process. In order to meet specific <br />reclamation objectives, these plans must be adjusted where justified to <br />reflect changing conditions, advances in reclamation technology and the <br />results of ongoing research on the effectiveness of various reclamation <br />techniques. <br />EFCI has operated the Southfield Mine since early 1985. In addition, the <br />mine has an operating history extending back to initial operations in <br />• 1918. During this period there have been changes in both the applicable <br />regulatory requirements and in operation and reclamation methods. EFCI <br />periodically reviews operation and reclamation plans in light of changing <br />regulatory requirements, new developments in technology, actual on-site <br />experience and any relevant new information which may be obtained. This <br />progressive approach in reviewing and adjusting plans to reflect the best <br />information available helps EFCI to maintain operational efficiency and <br />ensures the most productive use and restoration of natural resources and <br />environmental values. With this permit revision, EFCI has made several <br />changes in mining and reclamation plans to reflect the best information <br />currently available. These changes are specifically noted and appropriate <br />justification and benefits are discussed. <br />Reclamation Time-Table <br />As previously noted, EFCI plans to reclaim mine disturbance areas as soon <br />as operationally practicable after completion of associated mining or <br />related activities. <br />2.05.4-2 <br />
