(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2009-069 <br />INSPECTION DATE: 9/22/09 INSPECTOR'S INITIALS: -EIS <br />OBSERVATIONS <br />This was a pre-operational inspection for the Weis Pit, a proposed Yuma County 112c sand and gravel <br />operation, conducted by Eric Scott of DRMS. DRMS traveled to the site, met Yuma County Road and Bridge <br />representatives Howard McGinnis, and Kent Twiss, and toured the site with them at approximately 1030. <br />The proposed site entrance is located approximately 'A mile south of the intersection of Yuma County roads 16 <br />and 61, on the east side of county road 61 and north of an existing farm home site. Yuma County is permitting <br />40 acres at this location. The notification of proposed mining site sign was observed at the site entrance <br />location, and the extent of the site was marked with painted steel T-posts at the permit corners. <br />The site is relatively level ground and is currently a fallow winter wheat field. No man-made features were <br />noted within the proposed permit limits, and the county is proposing a 200' buffer zone around the perimeter of <br />the site to maintain sufficient distance from any fences or other boundary features. Yuma County <br />representatives stated that even though there are no features associated with it, Phillips County has an existing <br />ROW easement near the northern property boundary. They also stated that they have an agreement in place to <br />maintain at least a 75 foot buffer between mining activities and the easement. DRMS suggested that it would be <br />a good idea to submit documentation of the agreement and location of the ROW to DRMS so that it could be <br />included with the rest of the site file. DRMS also suggested that it would be a good idea to mark the 200' buffer <br />zone inside the permit boundary when work commences so that the affected areas do not encroach into this <br />area. <br />The entire site is currently cultivated as a winter wheat field. Farming is expected to continue on areas of the <br />site that are not being actively mined.
