RE: Submittal of revised Amendment No. 4 Ex. C-2 (Mine Plan) and Ex. F (Reclamation Plan),
Speer Mining Resource Permit, No. M-1983-176 AM-3
Dear Mr. Bird:
Enclosed, please find the 2 signed copies of the revised referenced maps of which I e-mailed
you about on 09-16-09 and included the maps as attached pdf files to that e-mail. These
maps should replace the two maps submitted on 08-21-09 as part of the original amendment
No. 4 submittal to this permit. ASCI is simply increasing the amount of "solid waste" fill (as
defined by the CDPBE) with these amended maps versus the amount of fill shown in the
mapping submitted in August. The method of filling and reclaiming will not change, only the
location and amount.
Correspondingly, an increase in reclamation bonding is required per DRMS regulations to
bond for the increased amount of soil cover above the increased amount of solid waste fill. A
revised *Exhibit L is included with this correspondence.
Also contained with this correspondence is:
• A copy of the proof of receipt of Notices to the Adams County Commissioners and
the West Adams Conservation District by Return Receipt Certified cards.
• The original affidavit of the Adams County Clerk and Recorder that a revised set of
the aforementioned maps were replaced in the submittal application of August for
public inspection on 09-15-09 at the Adams County Clerk and Recorder's Office.
• A copy from the Brighton Standard Blade newspaper of the first publishing of the
legal notice for this amendment published on 09-16-09 and showing the 3 future
publishing dates. When the publishing run has been completed, the newspaper will
send me proof.of that "run" and I will forward that to you.
• A copy of the notice sent to all adjacent landowners within 200 ft. of the permit area
and copies of proof of mailing of those notices by return receipt mail to those
adjacent landowners on today's date.
