RN-05 <br />The Division received the RN-05 application from Trapper on June 20, 2007 and found it <br />complete on June 28, 2007. Public Notices were published in the Craig Daily Press for four <br />consecutive insertions beginning on July 13, 2007 and ending on August 3, 2007. The Division <br />sent four preliminary adequacy review questions and reclamation cost estimates to Trapper on <br />December 19, 2007. These questions requested ownership and control updated information; a <br />reclamation plan and reclamation costs for the October 8, 2006 slide area; reclamation costs for <br />annual development drill hole sealing; and an update to the Threatened and Endangered Species <br />(T&E) list in the permit and discussion of potential impacts to any new species. Trapper Mining, <br />Inc. submitted preliminary adequacy responses on April 10, 2008 which included updated <br />ownership and control information; reclamation costs and plan layout for the landslide area; <br />worst-case drill hole sealing costs for 75 holes; and permit pages to reflect the updated T&E <br />species list. The Division sent three additional questions on May 7, 2008. These questions <br />pertained to additional updates to ownership and control information; additional explanation to <br />address where topsoil utilized in the slide area will come from; and a raise in certain reclamation <br />costs. Responses to all of the Division's questions were received by the Division on June 2, <br />2008. The decision became final on September 10, 2008. <br />PR-06 <br />The Division received the PR-06 application from Trapper Mining Inc. on November 5, 2007 <br />and found it incomplete on November 11, 2007. Five initial preliminary items required by Rule <br />2.08.4(5) were not provided with the initial application submittal. On February 5, 2008, the <br />Division received responses to the five initial incompleteness items identified by the division. <br />The Division found four of the five responses by Trapper to be incomplete and, in addition, <br />identified seven additional items required to find the application complete. Trapper Mining Inc. <br />submitted completeness responses on December 10, 2008 addressing items identified by the <br />Division. On December 19, 2008 the Division identified two remaining items required in order <br />to find the application complete for review. Trapper Mining submitted the information for the <br />final items requested by the Division on February 4, 2009 and the Division found the application <br />complete on February 9, 2009. <br />Trapper published a public notice in the Craig Daily Press on February 19, 2009 and on the l 01h, <br />17th, 24th and 31 st of July, 2009. The Division found the application complete on February 9, <br />2009 and sent a preliminary adequacy question to Trapper on March 3, 2009. This question <br />requested revised maps and cross sections to reflect post-mining topographies that more closely <br />resembled the pre-mining contours of the proposed disturbed area. Trapper Mining, Inc. sent a <br />response to the March 3, 2009 preliminary adequacy question based on a March, 17, 2009 <br />meeting with the Division. The Division sent eight additional adequacy comments on April 2, <br />2009. These comments requested updated ownership and control information, the timing of <br />mining, updates to additional permit information, descriptions of proposed fills to be <br />incorporated into the permit, discussion as to the type of fills proposed, surface drainage <br />calculations for Horse Gulch Fill, information addressing topsoil amounts to be salvaged and <br />replaced, and a summary of estimated revegetation quantities and costs. The Division sent an <br />additional seven adequacy comments to Trapper Mining, Inc. on May 7, 2009 requesting a <br />description of the benching activities proposed for the steeper side slopes that would exist within <br />Trapper Mine 7 September 21, 2009
