History of Permit C-81-010 <br />Original Operator (Utah International) and Permit C-76-11 <br />The original operator of the Trapper Mine, Utah International Inc., began pre-mining <br />environmental studies of the Trapper Mine site in 1972. Facilities construction began in 1975. <br />The Colorado Mined Land Reclamation Board approved Utah International's initial mining <br />permit C-76-11 on May 28, 1976. Mining operations began on the site in 1977. <br />Origin of C-81-010 <br />Following revisions of Colorado's permit requirements described in C.R.S. 34-33-109, Utah <br />International Inc. submitted an application for a new permit on February 2, 1981. The Division <br />(then called the Mined Land Reclamation Division) issued permit C-81-010 on December 31, <br />1982. <br />Transfer of Ownership to Trapper Mining Inc. <br />On April 27, 1983, the Division approved a transfer of ownership of the Trapper Mine from Utah <br />International Inc. to its then wholly-owned subsidiary Trapper Mining Inc. In July 1983 Utah <br />International sold Trapper Mining Inc. to a corporate consortium that owns the Craig Power <br />Plant. <br />PR-O1 <br />On February 20, 1987 the Division received an application from Trapper Mining Inc. to revise its <br />permit (Permit Revision PR-01). Changes were proposed to the permit boundary, topsoil <br />stripping and overburden blasting, and pit pumpage in Colt and Browning Pits. The Division <br />approved PR-01 on August 11, 1987. <br />RN-O1/PR-02 Application <br />On February 20, 1987, the same date that the application for PR-01 was received, the Division <br />also received an application from Trapper Mining Inc. for Permit Revision PR-02 and Permit <br />Renewal RN-01. The application covered the five-year term 1988 through 1992. No changes <br />were proposed for the permit boundary, but new pits and pit advancements were to add 1,035 <br />acres to the disturbed/affected acreage. RN-O1/PR-02 incorporated changes in numerous areas <br />including the reclamation bond amount, environmental baseline data, sediment and erosion <br />control, and operations. <br />Trapper Mine 5 September 21, 2009
