Page 2 <br />RE: CERTIFICATE OF DESIGNATION - COORS ENERGY COMPANY <br />5. The Colorado Department of Health and the Weld County <br />Health Department have reviewed this request and find, <br />subject to conditions, that the proposal will comply <br />with the standards of the Solid Waste Disposal Site and <br />Facilities Act, Title 30-20, Part 1, CRS, as amended. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County <br />Commissioners of Weld County, Colorado, that the Certificate of <br />Designation for Coors Energy Company, P.O. Box 359, Reenesburg, <br />Colorado 80643, on the herei.nabove described real property be, <br />and hereby is, granted subject to the following conditions: <br />1. Annual fly ash and bottom ash analysis which must <br />include, but not be limited to, extractant procedure <br />toxicity, shall be submitted to the Hazardous Materials <br />and Waste ManageDent Division of the Colorado Department <br />of Health. In audition, if at any time a boiler or <br />source of coal is c=hanged at the Golden Plant, <br />extractant procedure toxicity analysis of the fly ash <br />and the bottom ash must be submitted to the Hazardous <br />Materials and Waste Management Division of the Colorado <br />Department of Health. <br />2. Due to the potential impact of the site sumps and <br />sediment ponds on the ash disposal areas and vi cc versa, <br />the sum and sediment ponds shall be maintained at. a <br />distance of 500 feet front) the boundaries of the ash <br />disposal areas. <br />3. Coverincr of the ash wastes shall occur on a regular and <br />frequent basis. Covering of ash wastes with a minimum <br />of six inches of cover material shall occur every <br />48YhOur p^r Lwd. <br />4. The working face or exposed area of ash at any one t_s}Fe <br />shall not exceed 60 feet across. <br />5. A minimum of' two additional groundwater monitoring) wells <br />shall be constructed and located downgradient <br />(northeast) of the main ash disposal area of B-pit, <br />which ,,,ill monitcr the overhurdern aroundwater. The <br />wells sh~a' ? be constructed in accordance with the Water <br />Well and Pump Installation Contractors - _ and the <br />location of the :yells shall be proposed to the Hazardous <br />Materials and Waste lylanagement Division of the Colorado <br />Department of Health and approved. Sampling of the <br />wells shall occur on a quarterly basis for the same <br />parameters as required by the Mined Land Reclamation <br />Division for the f986 monitoring program.
