Gunnison River Gravel Pits, File No. M-2009-004 12c Construction Materials Reclamation Permit <br />Application Package, Second Adequacy Review. <br />Dear Mr. Settle: <br />The Division of Reclamation, Mining and Safety has begun the review process for the above referenced 112 <br />Construction Materials Reclamation Permit application. The project appears to be a straight forward request to permit <br />a construction materials operation. A review of the response to the Preliminary Adequacy Review has revealed a few <br />clarifications and issues that need to be addressed. <br />1. Please clarify what methods will be used to stabilize the topsoil while it is stockpiled. The response <br />submitted states that a wheeled loader will be used to compact the topsoil stockpiles to provide <br />stabilization. The compaction the topsoil would eliminate air voids in the stockpile which is essential for <br />the topsoil to remain useful for reclamation. Per Rule 3.1.9(1), vegetative cover is the preferred method <br />for topsoil stockpile protection. Please specify what seed mix will be used to stabilize the topsoil <br />stockpiles. <br />2. A damage agreement between Grand Junction Pipe Company and JAK Ventures, LLC to protect <br />structures was included in the response to the Preliminary Adequacy Review, however, further review of <br />the engineering analysis was conducted and it has specifically requested items related to highwall <br />stability and proposed setbacks for stockpile locations. Please provide a specific response to the items <br />requested in the engineering analysis. <br />Other issues may arise from other agency comments, and as more information is supplied. This application cannot be <br />approved until all issues brought forth by Division staff are adequately addressed. Please submit a response to the <br />following issues as soon as possible, the decision due date set for September 14, 2009. The time to respond to this <br />review not allow time for the Division to adequately review the response, therefore an extension of the decision date is <br />required to allow enough time for staff review.
