1 12 APPLICATION PAGE 16 OF 35 <br />3.1.9. Topsoiling <br />• <br />(1) The top two to six inches of soil will be removed and stockpiled along <br /> the perimeter of the mining areas. The topsoil shall be graded such that <br /> precipitation runoff is directed to the mining or retention pond area. No <br /> toxic or acid-forming materials are expected to be encountered during <br /> the mining operations. Therefore, no contamination with these types of <br /> materials is expected. If, in the course of importing fill to the site, <br /> material batter suited for topsoil growth medium is imported, the <br /> imported soil should replace the equal amount of stockpiled topsoil and <br /> the replaced soil should be used as backfill. <br />(2) There is limited woody vegetation on the current site. This material will <br /> not be incorporated into the topsoil used for site reclamation. <br />(3) Stockpiles of topsoil will be placed within the mining area in locations <br /> that will have the least amount of activity occurring during the mining <br /> operations. <br />(4) The topsoil will be stockpiled adjacent to areas that will require <br /> reclamation, minimizing the amount of disturbance required. <br />(5) Slope stability concerns will not be an issue at this site, as no steep <br /> slopes are anticipated or proposed. <br />(6) The "most" suitable topsoil material, the top two to six inches, is being <br /> utilized for topsoil replacement. In addition, certified weed free mulch <br /> will be applied at 1 to 1.5 tons per acre will be incorporated into the <br /> topsoil. <br />(7) Fertilizer application will be required for reclamation. Fertilizer rates will <br /> be based on recommendations from the Soil Conservation Service. <br />• (8) All topsoil materials will be spread evenly across the site, such that no <br /> piles of material are left on the project site. <br />3.1.10. Revegetation <br />(1) The reclamation seed mix will provide for a diverse, low maintenance, <br />soil cover material capable of self-regeneration. The proposed seed <br />mix far exceeds the present and surrounding vegetation. <br />(2) The site will not be reclaimed as forest planting. <br />(3) The site will not be reclaimed for rangeland. <br />(4) The reseeding species seed mix has selected to include a variety of <br />species to provide for a diverse planting. <br />(5) The topsoil materials will be disked and mulched prior to seeding, and <br />will be drill seeded, or broadcast and tilled into the soil. The topsoil area <br />will also be fertilized in accordance with the Soil Conservation Service's <br />recommendations. <br />(6) The applicant understands that weed control will be necessary for the <br />site. <br />(7) The access road will be reclaimed as part of the reclamation activities <br />in accordance with the reclamation plan. <br />(8) The property will not be used for refuse disposal purposes. <br />(9) Substitute planting will not be required for this project. <br />3.1.11. Building and Structures <br />The site contains no historic structures. <br />•
