112 APPLICATION PAGE 14 OF 35 <br />3.1.3 Time Limit and Phased Reclamation <br />Mining at this site will be progressive. Backfill placement required for <br />site reclamation work will occur behind the sand and gravel high <br />wall. Topsoil placement, mulching, seeding, and fertilizing activities <br />may be delayed until all sand and gravel has been mined from the <br />site. Final Reclamation for the 30.25-acre area is anticipated to <br />require six months to complete. <br />3.1.4 Public Use <br />The owner will not allow public use of the permit area for recreation <br />purposes during mining operations. <br />3.1.5 Reclamation Measures - Material Handling <br />(1.) Reclamation grading for this project will be performed in <br /> accordance with the Exhibit F drawings included with this <br /> application. The reclamation plans will restore the site to <br /> essentially a pre-mining topographic condition, and planted with <br /> Jose Tall Wheatgrass, Alkali Sacaton, Western Wheatgrass, and <br /> Galleta. <br />(2.) Backfilling will be accomplished using existing site overburden, and <br /> imported inert fill materials. Backfill areas will be compacted to <br /> minimize settlement. No hazardous fill material will be used at the <br /> site. <br />(3.) Runoff generated within the project site will be permitted to be <br /> released offsite in accordance with the Process Waters Storm <br />Water Management Permit. All grading will be such that all work <br /> areas will drain towards the settling ponds located at near the <br /> southwest corner of each of the respective mining areas. All <br /> mined areas will be backfilled and compacted to the grades <br /> specified in the reclamation plan map. <br />(4.) The permit area will be progressively mined and backfilled. The <br /> overburden material removed as mining progresses across the site <br /> will be used as backfill material, in addition to imported inert fill, <br /> along the bottom of the proposed ponds. Deep tilling, topsoil <br /> placement, mulching, seeding, and fertilizing work will commence <br /> when all sand and gravel has been mined from the site. Mining for <br /> the sand and gravel is expected to require 5 years to complete. <br /> Once all sand and gravel material stockpiles are depleted, the <br /> 5.97 acres within the mining area above the water elevation within <br /> the ponds will be deep tilling, mulched, seeded and fertilized <br /> which will require a minimum of three months to complete. <br />(5.) No refuge, acid forming, or toxic producing materials are <br /> expected to be encountered during this operation. If these <br /> materials are exposed, they will be addressed in accordance with <br /> the State of Colorado requirements <br />(6.) All drill and auger holes that are part of the permit area will be <br /> removed during the sand and gravel mining process. <br />(7.) The site will be backfilled and graded in accordance with the <br /> reclamation plan. No slopes will be greater than 3:1. <br />(8.) No agriculture or horticulture use is expected at the site.
